HORIZONT3000 is an Austrian NGO working in the area of development cooperation, specialized in the monitoring and implementation of projects as well as in the provision of experts in developing countries.

We are currently looking for a

Country Director (m/f) for Papua New Guinea

based in Madang, as of May 2014, 3 years min.

HORIZONT3000, and its predecessor organization ÖED, have been present in Papua New Guinea for the past 50 years and are known and appreciated by many stakeholders. In addition to focusing on educational programs, the promotion of civil society is highly important.

YOUR TASKS

• Management of the country program Papua New Guinea;
• Planning, project acquisition, implementation, monitoring and evaluation of development programs (approx. 12 international technical advisors, in some cases EU funded projects and other donors);
• Development and implementation of financing projects;
• Maintenance and development of knowledge management;
• Coordination, development and networking with local and international stakeholders;
• Raising awareness for the requirements of development cooperation in the Melanesian context in Northern partner organizations;
• Collaboration with the public relations department of HORIZONT3000 in Vienna;
• Support, guidance and supervision of the technical advisors, e.g. advising on matters regarding intercultural practice and security;
• Administrative and financial management of the regional office (1-2 field staff).

YOUR PROFILE

• Profound experience in development cooperation;
• Working experience in Papua New Guinea;
• Expertise in proposal writing and project management, in cooperation with institutions and authorities;
• Several years of experience in administration, personnel management, and conflict management;
• Experience with successful networking and negotiations;
• Cost-awareness
• Fluency in the use of common standard software (Word, Excel ...);
• Fluency in English and German;
• Tok Pisin skills required;
• Willingness to travel;
• Citizenship of an EU country, Switzerland or Liechtenstein;
• Intercultural competence;
• Team-player, strong social- and communication skills and humor complete your profile.

• Minimum salary for 40 hours EUR 2167.00 gross salary according to HORIZONT3000 salary scheme, plus living allowance, poss. family benefits. Accommodation is provided. Classification in the salary scheme is according to previous working experience.
