Statement of Work
****BACKGROUND****
Management Sciences for Health (MSH) has more than 40 years of experience working in establishing, managing, and evaluating pharmaceutical sector activities in developing countries. MSH’s Center for Pharmaceutical Management (CPM) is committed to providing technical assistance and training in pharmaceutical and commodity management worldwide and helping counterparts to strengthen pharmaceutical systems that are sustainable and locally owned.
The Systems for Improved Access to Pharmaceuticals and Services (SIAPS) Program funded by the US Agency for International Development (USAID) builds on the achievements of the its predecessor, the Strengthening Pharmaceutical Systems (SPS) Program, by working to ensure the availability of quality pharmaceutical products and effective pharmaceutical services to achieve desired health outcomes.
The program promotes and uses a systems-strengthening approach consistent with the Global Health Initiative (GHI) principles that will result in an improved and sustainable health impact. SIAPS’ approach emphasizes GHI principles, especially improving metrics, monitoring, and evaluation; empowering local governments and organizations; and increasing country ownership.
Toward this end, the SIAPS framework and result areas reflect the dynamic relationships among five health systems building blocks, with a pharmaceutical product overlay that guides technical content. The specific SIAPS results areas include:
· Strengthening pharmaceutical sector governance
· Building individual, organizational, and institutional capacity for pharmaceutical supply management and services
· Addressing the information for decision-making challenge in the pharmaceutical sector
· Strengthening financing strategies and mechanisms to improve access to medicines
· Improving pharmaceutical services to achieve desired health outcomes
The Improving Health Outcomes through Strengthening Pharmaceutical Management Systemsworkshop (SIAPS training workshop) is a highly participatory event designed to facilitate the understanding of the principles of pharmaceutical systems strengthening and how the application of a systems approach can lead to sustainable improvements in access to medicines. The target workshop audience includes but is not limited to high level policy makers, high level managers of national pharmacy departments, medicine regulatory agencies and heads of government institutions.
Its overall goal is to:
(1) Introduce the pharmaceutical system strengthening framework to participants
(2) Use the principles of the pharmaceutical system strengthening framework to address challenges with access to medicines
(3) Share the Systems for Improved Access to Pharmaceuticals and Services (SIAPS) experiences in applying this approach to bring about sustainable changes in policies and management arrangements within pharmaceutical management systems
Specific aspects of the workshop content will highlight how the framework can be used to strengthen technical areas such as supply chain management, pharmaceutical services, pharmaceutical systems and health elements (malaria, TB, HIV/AIDS, MNCH). SIAPS technical experts will share their insights about recent developments and best practices in pharmaceutical management, and will involve participants in a lively dialogue about their own knowledge and experience. Participants will leave the workshop with in-depth knowledge of this approach, its application and a clear understanding of how using this approach will ensure increased access to pharmaceutical products and services

- Attend the 5-day workshop in Arlington, Virginia to observe, provide feedback and to facilitate separate feedback discussion with the participants and facilitators
