- Background:
In March 2012, UNICEF signed up to the International Aid Transparency Initiative (IATI) which, as part of the Accra and Busan Aid Effectiveness Agenda, commits the organization to publicly disclose its financial and programme information using a common, open international standard that is easy to understand, to compare and to use among stakeholders in a timely manner. These transparency initiatives will enhance UNICEF’s visibility among key stakeholders and further enhance UNICEF’s communication to the outside world on how and where it uses resources to leverage and achieve results for children.
UNICEF achieved its first major milestone by publishing on the IATI website details of our work in 128 countries, 7 regional office locations and 16 headquarters divisions. The information includes programme budget allocations and expenditures for 2012. This also includes planned programme budget estimates for the next five years (2013-2017) and links to a variety of other resources already available on UNICEF’s global website. UNICEF is striving to be fully compliant with these commitments in 2014. One of the requirements, quarterly release of datasets that contain detailed information on UNICEF’s programmes and finances commenced in June 2014. The public’s access to this data will also be enhanced with the planned launch of an aid transparency portal in September 2014.
Internally, UNICEF’s Performance Management System in VISION (inSight) was rolled out in 2012 to streamline programme and operations performance management and increase UNICEF staff access to priority performance information, and support COs in their exchanges with ROs and HQ divisions as all users can view the same performance data at the same time. Concerted efforts in 2013 to increase the accuracy, completeness and reliability of data, combined with the rebranding and release of an improved user interface, have led to increased staff awareness and use of dashboards, reports and the Results Assessment Module (RAM) for programme management and reporting. Over 70% individual UNICEF staff members have used the system at least once over the last two years and the various dashboards and reports have altogether been accessed on average 3,000 times each working day this year.
