The Program
The PNG Provincial and Local-level Governments Program (PLGP) is a partnership between the governments of Australia and PNG to support and improve the quality of decentralised service delivery to the people of PNG through technical support provided to provincial governments and key national agencies.
The Position
The Strategic Public Financial Management (PFM) Adviser will work with the Autonomous Bougainville Government (ABG) on the design and implementation of PFM systems that accord with legislation, are tailored to the specific circumstances and capacities of the ABG, and assist the ABG to align resources to priorities and improve accountability. This position will provide high level strategic advice and support to the ABG to improve its corporate governance systems with a focus on improving the public financial management system for effective and efficient expenditure and financial reporting processes. This Adviser will also assist the ABG to develop and implement a framework for implementation of the new Public Finance Management and Audit Act 2014 and the Bougainville Government Contracts and Tenders Act 2014.
The Person
The ideal candidate will have significant senior management experience in a dynamic public sector environment, including demonstrated experience in PFM and budget preparation. You will have strategic experience in all facets of financial planning and budgeting including the process of engaging with political leaders and other government agencies on PFM. Experience working in the Papua New Guinea PFM system is desirable but not essential. A demonstrated understanding of the role and functions of the different levels of government and its institutions and agencies in a modern democracy and Bougainville in particular is highly desirable.
This position is classified as C4 under the DFAT Adviser Remuneration Framework (see www.aid.dfat.gov.au for further detail).
